Assisting CEO in planning, executing and monitoring project intervention as well establishing liaison with Government and external agency.

Administrative Officer

Will be responsible for ensuring appropriate administrative functions across the project offices,
Meeting all statutory compliances to the Project and the Society, coordinating all Executive Meeting/annual General meeting of the society. S/he will head the administrative unit and report to CEO.

State Project Manager-HRD

Will be responsible for designing various policy frameworks on Human resource Development and design implementation guideline according to the policy framework. S/he will be working closely with the CEO of the project and strive for improving project implementation guideline across the project period. 
Will have threefold responsibility including specialist HR functions, project management at district level and leading single or multiple livelihood intervention of the project.
Partnership management with service providers both public and private, coordinating relationship with project stakeholders as well as external resource agencies 
Coordinating project based studies, evaluation and  research assignment
Timely reporting, review and supervision of task 
S/he will be working under guidance of Project Director of the project.

Post graduate degree/diploma in  management /HRD/Rural Management/Social Science from a recognized University or Institution
Minimum 7 years of experience of working in development field with specialization in organizational development issues, Human Resource issues and Project Management. Skill and experience relating to nurture team in large development agency engaged in rural development

State Project Manager Capacity Building

S/he will responsible for designing policy guidelines for institution building and intertwining them within project. Further s/he will also design implementation guideline and enable environment in the project for rooting institution building process. Collaboration with external agencies, managing partnership with service provider institutions, addressing dynamic capacity building requirement of community institutions and leading relevant studies, reviews and evaluation within project will be other major responsibility areas. 
S/he will be working under guidance of Project Director of the project.

Post graduate degree/diploma in management/ rural development/ Social Work from a recognized University or Institution.
S/he should have minimum 7 years relevant experience of working in large scale social development/institution building project or programme. S/he should have skill of planning as well as designing capacity building programme for both community and field staff. S/he should have excellent skill to work with MS office environment.

Micro Finance

Will be responsible for designing various policy frameworks on Microfinance and design implementation guideline according to the policy framework.
Will be working closely with the CEO of the project and strive for improving project implementation guideline across the project period.
Will have threefold responsibility including Micro-finance specialist functions, project management at district level and leading single or multiple livelihood intervention of the project.

Post graduate degree/diploma in  management  /Rural Management/Social Work from a recognized University or Institution
Minimum 7 years of experience of working in development field with specialization in handling microfinance and livelihood projects/ programme and managing community based credit institutions and their federation as well.

Communication

Project Manager Capacity Building

S/he will function as specialist of Capacity Building in the project responsible for tasks accomplishment against the Institution/ Capacity Building plan at district and block unit of the project
S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of Communication activities in the project. Besides these, s/he will be extending handholding support to district and block unit on institution /capacity building.
S/he will be working closely with State Project Manager –Capacity Building.

Post graduate degree/diploma in  management  /Rural Management/ Social Work/Social Science from a recognized University or Institution
Minimum 3 years of experience in working with community institutions, designing and conducting training programs in microfinance and livelihood sector.

Project Manager Microfinance

S/he will function as specialist of microfinance in the project responsible for tasks accomplishment against the microfinance plan at district and block unit of the project. S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of microfinance activities in the project. Besides these, s/he will be extending handholding support to district and block unit on linkages with financial institutions, setting microfinance standards, CIF management and capacity building on microfinance. 
S/he will be working closely with State Project Manager – Microfinance.

Post graduate degree/diploma in management/ rural development/ Social Work/Commerce from a recognized University or Institution.
S/he should have minimum 3 years relevant experience of working in microfinance and livelihoods project dealing through community institutions. 
S/he should have excellent skill to work with MS office environment

Project Manager HRD

S/he will function as specialist of HRD in the project responsible for tasks accomplishment against the HRD plan at district and block unit of the project
S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of Human resource development activities in the project. Besides these, s/he will be extending handholding support to district and block unit on HRD process related issues.
S/he will be working closely with State Project Manager –Human Resource Development

Post graduate degree/diploma in  management /HRD/Rural Management/ Social Science from a recognized University or Institution
Minimum 3 years of working experience in managing and building teams at various level and possesses skill and experience relating to nurturing people and motivate them.

Project Manager 
Livelihoods

S/he will function as specialist of Livelihoods in the project responsible for tasks accomplishment against the livelihoods plan at district and block unit of the project
S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of Communication activities in the project. Besides these, s/he will be extending handholding support to district and block unit on livelihoods issues.
S/he will be working closely with State Project Manager – Livelihoods

Post graduate degree/diploma in  management  /Rural Management/ Social Work from a recognized University or Institution
Have minimum 3 years experience in implementation of rural livelihood promotion project, have skill to analyze value chain of livelihood activities, able to train project staff.

Project Manager 
M & E

S/he will function as specialist of Monitoring and evaluation in the project responsible for tasks accomplishment against the M & E plan at district and block unit of the project
S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of monitoring and evaluation activities in the project. Besides these, s/he will be extending handholding support to district and block unit on monitoring, evaluation and learning issues.
S/he will be working closely with State Project Manager – Monitoring and Evaluation.

Post graduate degree/diploma in  management  /Rural Management/Social Sciences/ Development Economics from a recognized University or Institution
Minimum 3 years experience of working in monitoring and evaluation field with development agencies. Should have ability to work with computer based MIS programmes.

Project Manager
Communication

S/he will function as specialist of Communication in the project responsible for tasks accomplishment against the communication plan at district and block unit of the project
S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of Communication activities in the project. Besides these, s/he will be extending handholding support to district and block unit on Communication related issues
S/he will be working closely with State Project Manager – Communication.

Post Graduate degree in mass communication /Development communication/journalism
Minimum3 years of experience in working with communication related work in development organisation, skill of using innovative media strategies and developing communication material for training and awareness programme.

Project Manager
Social Development

S/he will function as specialist of social development in the project responsible for tasks accomplishment against the social development plan at district and block unit of the project 
S/he will bring field experience at SPMU to help in policy design, system improvement and upgrading implementation process of social development activities in the project. Besides these, s/he will be extending handholding support to district and block unit on social development issues.
S/he will be working closely with State Project Manager – Social Development.

Post graduate degree/diploma in management  /Rural Management/ Social Work/Social Science from a recognized University or Institution.

Minimum 3 years of experience of working in rural development project with focus on women empowerment. Should have grassroots experience of social mobilization process and nurturing poor's institutions

Procurement Specialist/Officer

S/he will be responsible ensuring implementation of agreed procurement arrangement by carrying out activities that include 
Preparing technical specifications, bidding documents, tender notice and invitations for bid
Review, open, and evaluate bids and finalise contracts
Ensuring contracts to ensure compliance with conditions
Periodic update of procurement plan in agreement with the Project
Developing procurement capacity of the project staff 

A Chartered Accountant or M. Tech or Post Graduate in Economics with minimum hands on experience of minimum 8 years of carrying out procurement procedures of multilateral donor agency such as ADB, The World Bank etc. S/he should have demonstrated capacity to establish and run a procurement system effectively. Knowledge of relevant computer software and knowledge of GoB procurement system will be must.

Asst Procurement Officer/Procurement Assistant

S/he will be responsible for assisting the Procurement Specialist in meeting procurement requirement of the project.

A post graduate in Economics or ICWAI (inter) or Chartered Accountant (inter) with minimum 3 years experience in handling procurement procedures in Government, multilateral funding project etc. Knowledge of relevant computer software will be necessary.

System Analyst

To manage MIS system of BRLPS including compilation and analysis of project data, generating periodic MIS report and maintaining the MIS system to be functional across the project and troubleshooting as and when required.

Master Degree In computer application from recognised institution 
Minimum 3 years working experience in designing and development of system related to development work and ability to manage web based MIS. Further working experience in data based management software will have preference.

Data Administrator

Feeding project data of state, district and block levels and maintaining its systematic records in office. S/he should also be responsible of feeding data related to HR, Communication and Administration at state level and maintaining its systematic record.

Bachelor Degree in Computer with two years relevant experience or P.G. degree/Diploma in Computer application. S/he should be well versed of working with MS office, DTP work and other data management based software etc. S/he should have proficiency of keystrokes both in Hindi and English @ 10-12,000/hr. The understanding of English language will be must.

DTP Operator

Creating designs and layout for various communication material in multiple formats and sizes in print medium. Finishing designs and making print ready artworks.

Positions at District Project Coordination Unit

1

District project Coordinators

DPC will be responsible for establishing coordination of project activities being implemented by BPIU and ensure fruitful liaison with financial institutions, NGO and Government departments in the respective district.  DPC will position him/herself as to represent project in bankers' forum, meeting of civil society organizations and committees advising to Government development programmes. DPC will be involved in providing programmatic as well administrative handholding support to the block teams.  The DPC will also be responsible for consolidating of district plan, monitoring activities accordingly and making report to SPMU. DPC will mentor block team and ensure effective functioning of system and human resources there.

Post graduate degree/diploma in management /Rural Management/ Social Work/Agriculture/Fishery from a recognized University or Institution). Minimum 3 years of experience in the field of rural development and livelihood projects. Have ability to manage partnership with service provider organizations and financial institutions. Skill to work with MS office environment is necessary.

District Training Coordinator

The Training Coordinator at district level will be the leader of District Level Training Cell. The Cell will be responsible for designing, executing and monitoring training for block team members. As leader of the training cell, the DTC will be responsible for 
Identifying training needs of the block team
Designing training module in consultation with State Training Cell
Developing annual training calendar for block team
Administer all training events for block staff
Ensure timely and quality documentation of training programmes

Post graduate degree in  Sociology/ diploma in Rural development/ Agriculture Social Work from a recognized University or Institution

S/he should be a communication expert having minimum experience of 3 years on conceptualizing and executing training programmes for human resources dealing with communities. S/he should be well versed with participatory training methodology.

Skill to work with MS office environment is necessary

District Training Officer

The District Training Officers will be part of District Training Cell. This major responsibility will be
Imparting training to block team members 
Helping block team in designing training for community institutions and framing its calendar
Extending handholding support in understanding contents and methodology for imparting training by block team
Helping block team in planning and execution of training to community institutions by the block team
Monitoring and assessing quality of training programmes conducted by the block team
The district training cell will have three training officer specialised in imparting training related to social development, institution building and microfinance.

Post graduate degree in  Sociology/ diploma in Rural development/ Agriculture Social Work from a recognized University or Institution
S/he should have minimum 2 years of experience in imparting training programmes for field functionary. S/he should have excellent communication skill (in Hindi and local language). S/he should have understanding of participatory training methodology and skills of facilitating team for improving understanding.
Skill to work with MS office environment is necessary

Positions at Block Project Implementation Unit

1

Block Project Managers

BPM will be the leader of the project implementation unit at Block Level. His/her key responsibility will be
Steering all project intervention at block level
Mentoring Block Level Federations
Mentoring Staff at block level
Liaison with block level functionaries viz. Government departments, financial institutions and civil society organizations 
Look after administration of the block office
Reporting and monitoring of block level project activities

Post graduate in social science, agriculture or business management. S/he should have post qualification experience of 2 years preferably in social development activities/SHG. S/he should also have ability to work with MS office environment.

Area Coordinators

Area Coordinator will head cluster of 0-35 villages and work for 
VO formation and strengthening
Training to VO members
Monitoring CIF flow from project to VO and to SHG members 
Facilitating bank linkages process
Conflict management at SHG and VO level.
Rating of SHG and conducting their audit

Graduate in Social science or agriculture or commerce. Having experience of 2 years preferably in social development activities/SHG. Or fresh post graduate in rural development, social work, agriculture etc.

Community Coordinator

Community Coordinator will be based at village level and operate in 6-7 villages in a particular cluster. S/he will be responsible for
Rapport building with community
Participatory Identification of poor 
SHG formation and their strengthening
Training to SHGs
Facilitation in preparation of MCP of SHGs
Facilitating preparation for Bank linkages of SHGs
Supervising CIF utilization and its repayment

Fresh graduate (male) and Intermediate (female). Prior experience of working with SHG programme will be preferred.
